An FHA loan is not restricted to first-time buyers. Before a Florida Realtor writes an offer, the useful checklist is current lender review, a property-specific payment and cash estimate, realistic contract dates, and early identification of property or assistance-program questions. None of those steps guarantees approval or closing.

What should be verified before the first showing?

Start with the status of the buyer's financing conversation. Freddie Mac explains that preapproval can help establish a price range and show that a buyer is serious, but it is not a loan guarantee. Ask when the letter was issued, what price and loan assumptions it uses, and whether the buyer or lender expects any material conditions to be resolved.

Keep the roles clear: the licensed lender evaluates the financing file; the Realtor helps the buyer identify homes, review disclosures, structure an offer and manage transaction dates. A credit score, down-payment percentage or preapproval letter should never be described as final approval.

The five-part FHA offer-readiness checklist

  1. Buyer status: confirm that the lender's review is current and based on the buyer's intended occupancy and available funds.
  2. Property assumptions: recalculate taxes, insurance, association dues and any mortgage insurance for the actual address.
  3. Property questions: flag visible safety, soundness, condo-project, manufactured-home or multi-unit questions before promising program fit.
  4. Contract timing: coordinate financing, appraisal, inspection and assistance-program dates without promising a closing speed.
  5. Secure handoff: direct financial documents through the lender's secure process rather than casual text or shared email threads.

HUD's FHA Single Family overview describes the federal insurance framework; it does not make a particular buyer or listing automatically eligible.

Does the FHA appraisal replace an inspection?

No. The appraisal serves the lender and FHA insurance process; buyers should separately decide what inspections and specialist reviews they need. A Realtor can identify observable concerns and contract options, but should not promise that a home will pass an appraisal or that a repair will be required or accepted.

HUD's consumer FHA page is a useful starting point for program context. Property-specific decisions still depend on the transaction, appraisal, current HUD guidance and the lender's review.

How should down-payment assistance be discussed?

Florida Housing's current homebuyer page describes program, participating-lender, education, income, purchase-price and repayment requirements. That means “there may be an option to verify” is accurate; “this buyer gets free money” is not.

Before an offer, confirm whether the buyer has actually been reviewed for the current program, whether funds are available, and whether the contract dates fit the program process. Do not copy a prior buyer's assistance terms into a new transaction.
